The Role of Cities - Key Messages from G7 Toyama Environment Ministers' Meeting Parallel Session

In the lead-up to the G7 Japan 2016 Ise-Shima Summit, the G7 Toyama Environment Ministers’ Meeting (EMM) was held in Toyama City on 15 and 16 May 2016, with the main themes of “Climate Change and Related Measures,” “2030 Agenda for Sustainable Development” and “The Role of Cities.” At the Parallel Session on “The Role of Cities” held on 15 May, the Mayors from leading cities in G7 member countries and representatives from international organisations shared innovative approaches and adopted the Co-chairs' summary. The key essence of the summary was reported to the G7 Environment Ministers during the G7 Toyama EMM morning session on 16 May and generated much interest. This ISAP Special Session invites Mr. Masashi Mori, Mayor of Toyama City and Co-chair of the Parallel Session, to report the results of this important meeting and will discuss possible next steps that cities can play in achieving a sustainable society.

 | Masashi MoriMayor Masashi Mori was born on the 13th of August 1952. He graduated from the prestigious Chuo University Faculty of Law in Tokyo and in 1977 he began law practice as a judicial scrivener in Toyama. Mayor Mori has energetically pursued the vision of Toyama as a model compact city, designing and implementing policies to achieve an environmentally and socially sustainable compact city through innovative public transportation networks and a revitalized city center. The goal of these policies is to develop an attractive city not only for adults but also for younger generations. To meet the challenge of rapid demographic changes in a population which is both aging and decreasing in Japan, as well as in Toyama City, his policies are designed to ensure the well-being of citizens for next 20-30 years. This initiative has been receiving high evaluation. Toyama City was designated as an environmental model city in 2008 and as an environmental future city in 2011 by the Japanese Government. Toyama-City is the only Japanese city chosen for the Global Energy Efficiency Accelerator Platform City in September 2014. Further Toyama-city is the only Japanese city chosen for the Rockefeller 100 Resilient Cities initiative in December 2014. Close |

 | Masaaki KobayashiAppointed in July 2016, Mr. Kobayashi currently serves as Vice-Minister of the Environment at the Ministry of the Environment, Japan. He graduated from the University of Tokyo in 1979, and joined the Environment Agency in the same year. Since then, he has held positions such as Director of Environmental Impact Assessment Division of Environmental Policy Bureau, Policy Planning Division of Environmental Health Department, and Policy Planning Division of Environmental Policy Bureau at the Ministry of the Environment. He researched on Japan-U.S. comparison of Climate Change at East West Center in the U.S. Before current position, he assigned to Director General of Environmental Management Bureau and Environmental Policy Bureau, and Vice-Minister for Global Environmental Affairs.
