Actions to Combat Climate Change: Roles of Key Stakeholders

The Paris Agreement stipulates the long-term goal of limiting global warming to well below 2℃ and to pursue efforts to limit the warming to 1.5℃ above pre-industrial levels. However, those nationally determined contributions (NDCs) that Parties have submitted up to now fall far short of the stipulated long-term goal. By focusing on the roles of key stakeholders (i.e. science community, business, finance and cities), this session aims to discuss specific actions with which they can contribute to ratchet up the ambition level of NDCs and realise the long-term goal of the Paris Agreement. An overarching theme is how short-term climate actions can be linked to long-term goals or visions from each stakeholder’s viewpoint.

Keynote Speaker
 | Hans Joachim SchellnhuberHans Joachim Schellnhuber founded the Potsdam Institute for Climate Impact Research (PIK) in 1992 and has been its Director ever since. He holds a Chair in Theoretical Physics at Potsdam University and is an External Professor at the Santa Fe Institute (USA). Schellnhuber is currently Co-Chair of the German Advisory Council on Global Change (WBGU) and Governing Board Chair of the Climate-KIC of the European Institute of Innovation and Technology (EIT). He is an appointed member of the Pontifical Academy of Sciences and elected member of the Leopoldina, the Academia Europaea, the US National Academy of Sciences (NAS), the Max Planck Society and several other academies.  | Akimasa SumiHe got Ba.(1971)and Ma.(1973) in Physics in the University of Tokyo. He joined the Japan Meteorological Agency (JMA) in 1973. He stayed at University of Hawaii from 1979 to 1981. He got a Ph.D from the University of Tokyo in 1985 and moved to the Department of Geophysics, the University of Tokyo as an associate professor. He was appointed to be a professor in CCSR (Center for Climate System Research), the University of Tokyo. He retired the University and was appointed to be a vice president of National Institute for Environmental Studies (NIES) at 2012 and since 2013 until now he has been a president of NIES.  | Shigeo KatoShigeo (“Sergio”) Kato joined Ricoh Company, Ltd. in 1982 after graduating from the faculty of Law of Waseda University. Since 1990, he has held a number of senior executive positions in Europe and Japan during his thirty year career, as Sales executive of OEM business of Ricoh Europe, Vice President of Ricoh Italia Spa., Senior Vice President of Ricoh Europe. Since 2010, Kato had been General Manager of the company’s Global MDS Center (current Business Services Center). In April 2011, Kato was named Associate Director of Ricoh Company, Ltd. and since August 2013, he was General Manager of the Business Strategy Center of the Business Solutions Group. In April 2015, Kato was appointed to Corporate Vice President of Ricoh Company, Ltd. and General Manager of Sustainability Management Division and General Manager of Trade & Export/Import Control Division. In these roles, he manages the challenges and development of Ricoh’s Sustainability Management (CSR/Environment) with the slogan “Driving Sustainability for Our Future”． Close | PDF (891KB) |
 | Kazuhide UmemotoBorn in January 1955. After graduated from the School of Engineering, Kyushu Institute of Technology, Mr. Umemoto joined the City of Kitakyushu in 1979. He has worked as Director of Information Technology Promotion Division of General Affairs and Citizens’ Services Bureau, Executive Director of Administration and Planning Division of General Affairs and Citizens’ Services Bureau, Executive Director of Secretarial Office and Chief Executive of Planning and Cultural Affairs Bureau, before taking up his current position in April 2011.  | Rintaro TamakiMr. Tamaki graduated in 1976, L.L.B. from the University of Tokyo. He was appointed Deputy Secretary-General of the OECD on August 1, 2011. His portfolio includes the strategic direction of OECD policy on Environment, Green Growth, Taxation, Financial and Enterprise Affairs & Anti-Corruption, along with representing the OECD at the Financial Stability Board meetings. During his prominent 35-year career at the Japanese Ministry of Finance, he has worked on various budget, taxation, international finance and development issues. He worked as part of the OECD Secretariat from 1978 – 1980 and from 1983 – 1986. In 1994 he was posted to the World Bank as Alternate Executive Director for Japan and in 2002 as Finance Minister at the Embassy of Japan in Washington DC. He then became Deputy Director-General (2005), before becoming Director-General (2007) and subsequently Vice-Minister for International Affairs (2009) at the Ministry of Finance.  | Shuzo NishiokaAfter 12 years engineering experience in Asahi Chemical Co. Ltd, he joined National Institute for Environmental Studies of Japan (NIES). Research areas there were global and regional environmental assessment and environmental policy. He served as professor of Tokyo Institute of Technology and Keio University in 1997-2001 and as Executive Director of NIES in 2001-2007. From late 1980’s, he devoted in climate change issues and engaged in IPCC from 1988 to 2007 mainly in impact assessment and adaptation methodology. In 2004 -2009, he lead a strategic research of Japan Low Carbon Society Project of MoE, to explore the scenario of 70% GHG reduction in 2050 in Japan. This works was extended to Prime Minister Fukuda’s Low Carbon Society policy (60-80% reduction in 2050) declared at Toyako G8 Summit. From 2007-12 he served as a Co-leader of Kakushin Climate modeling project of MEXT and chaired Sub-committee for Low Carbon Japan Scenario in Central Council of Environment Japan. His recent work focuses on international collaboration for supporting Asian countries’ leap-fogging to low carbon world and collaboration with European climate research community. Close |
