Synergistic Responses to the Triple Planetary Crisis in the Asia-Pacific
Bernadia IRAWATI TJANDRADEWI
Secretary General, United Cities and Local Governments Asia Pacific (UCLG ASPAC)
Dr. Bernadia Irawati Tjandradewi is the first woman to serve as Secretary General of the United Cities and Local Governments Asia Pacific (UCLG ASPAC), the largest regional section of the global UCLG network. With over 20 years of experience in urban development and related fields, Dr. Bernadia has established herself as a respected figure in the international arena.
Her professional journey began at Japan International Cooperation Agency (JICA), followed by a significant tenure at CITYNET in Yokohama, Japan. Dr. Bernadia has also contributed to academia as a visiting professor at several universities in Japan and has been a sought-after speaker at numerous international forums. In recognition of her expertise, she was appointed to the Advisory Group on Gender Issues (AGGI) of UN-Habitat in 2015. Her impactful work was further acknowledged in 2018 when she was named one of the prominent women driving change in the Asia-Pacific region by GovInsider Asia.
Dr. Bernadia holds a PhD in Urban Engineering from the University of Tokyo, a Master’s degree in Atmospheric Physics from Nagoya University, Japan, and a Master’s degree in Public Policy from the National University of Singapore. In August 2022, she completed the prestigious National Resilience Institute Programme (PPRA 63) of the Republic of Indonesia. Her contributions to sustainable urban development were further recognised on 2 October 2023, when she received special citations from UN-Habitat. Additionally, she serves as a member of the Expert Group on Climate and SDGs Synergy, co-convened by the UN Department of Economic and Social Affairs (UN DESA) and the UN Framework Convention on Climate Change (UNFCCC) Secretariat.
Dr. Bernadia’s professional interests span strategic urban planning, climate change, disaster management, water management, women’s empowerment, and local governance. Her leadership at UCLG ASPAC has been marked by significant achievements. Under her leadership, the ASEAN Mayors Forum (AMF) received accreditation from the ASEAN Secretariat in 2018, making it the only local government entity formally affiliated with ASEAN. She also spearheaded the formation of the Asia-Pacific Local Government (APLG) Coordinating Body, a vital advocacy platform for local governments at the United Nations. Furthermore, she has played a pivotal role in assisting cities and local governments in SDGs localisation, such as the development of the Voluntary Local Reviews (VLRs) of Hamamatsu, Jakarta, Surabaya, Jambi, Bandar Lampung, and Samarinda, among others.
As Secretary General of UCLG ASPAC, Dr. Bernadia is responsible for implementing the decisions of the Regional General Assembly, the Regional Council, and the Executive Bureau. Her role includes managing the Secretariat, programmes, and finances, ensuring alignment with the strategic direction set by the Presidency and reporting to the Executive Bureau.
INADA Kyosuke
Director General for Sustainability Management, Operations Strategy Department, JICA
Over 30 years of experience in infrastructure and environmental financing working for Japan’s international development agency. Currently serves as Director General for Sustainability Management, overseeing organization-wide mainstreaming of sustainability related issues (climate/Paris alignment, nature, and other ESG aspects), both for operation and corporate. Past assignments include, Chief Representative for Europe based in Paris, Senior Deputy Director General of Africa Department, member of the Digital Transformation Taskforce, Senior Director and head of India Division, Deputy Chief of Myanmar Office, Director of Climate Change Office, Deputy Director of Corporate Finance Department, Representative of PRC Office in Beijing. Obtained BA Economics, Keio University, Japan, MSc in Environmental Change and Management, University of Oxford, UK, and studied Chinese language at Peking University, PRC.

Henrique ELLER
Head of Energy, Environment and Agriculture, Embassy of the Federative Republic of Brazil
Henrique Eller was born on December 24, 1985, in Florianópolis, Brazil. He holds a degree in Mechanical Engineering from the Federal University of Santa Catarina and a Master’s degree in Business Administration from Paris 1 Panthéon-Sorbonne University.
In the private sector, he worked for companies in France’s automotive and nuclear industries, as well as for Brazil’s leading steel producer.
He entered the Brazilian diplomatic service in 2013 through a public entrance examination. At the Ministry of Foreign Affairs, he served in the Office of Congressional Relations and the Foreign Minister’s Cabinet. He also held a position at the Presidency of the Republic of Brazil.
He served for three years as Head of the Economic Section at the Embassy of Brazil in Germany. Since August 2023, he has been Head of the Energy, Environment, and Agriculture Section at the Embassy of Brazil in Japan.
Sheam SATKURU
Executive Director, International Tropical Timber Organization (ITTO)
Ms Satkuru was appointed as ITTO’s first female Executive Director at the 57th session of the International Tropical Timber Council in December 2021. She holds a Master in Corporate and Commercial Law from King’s College, the University of London, and was called to the English Bar in 1993.
Ms Satkuru has nearly 30 years of experience in tropical forest policy and the wood products industry. She is a skilled specialist in international trade regulations, with strong skills and experience in international negotiations and collaboration, advocacy, legal and policy analysis, communications and public affairs. She has served as a technical expert, adviser and board member in several capacities over the years.
Throughout her career, she has focused very much on international policies focused on sustainable tropical forestry, legal and sustainable international trade, and best practices in forest products/industries, including legality verification and forest certification, amongst other matters.

Tsukasa Kanai joined Sumitomo Trust and Banking Co., Ltd. in 1983. In 2003, he spearheaded the establishment of the sustainability department, and since 2018, he has held his current position. During this time, he was involved in developing the company's sustainability management foundation, creating SRI (ESG) funds, launching environmental real estate operations, developing Positive Impact Finance, and forming the Technology-Based Finance team. He served as the first chairperson of the steering committee for both "Principles for Financial Action for the 21st Century" and "Japan Impact-driven Financing Initiative" He is also a member of various committees for organizations such as the Ministry of the Environment, the Financial Services Agency, and the Cabinet Office. He has authored numerous books and articles.
ABE Satoshi
General Manager, ESG Center, ESG Strategy Division, Ricoh Co., Ltd.
Mr. Abe joined Ricoh in 1992. After working in the Sales Division, he was transferred to the Environmental Department in 1999, where he was in charge of environment communication.
In April 2008, he was seconded to KEIZAI DOYUKAI (Japan Association of Corporate Executives) and engaged in Global Environment Committee activities. Since 2016, as General Manager of the Sustainability Division, he has been responsible for developing and promoting the company-wide sustainability strategy and has been involved in the declaration of participation in RE100, Science-based Target accreditation and integration of SDGs/ESGs into the corporate management strategy. He is also one of the deputy representatives of the Japan Climate Leaders’ Partnership (JCLP).

Fostering SDGs Youth Leaders – Learning from Japanese Frontrunner Cities
Alejandra Maritza RODAS AROCHE

Alejandra Maritza Rodas Aroche is from Guatemala and currently a Global MBA candidate at Doshisha University in Japan, specializing in innovation, sustainability, and technology in business. In 2024, she completed specialized SDGs training through IGES and participated in the World Recycling Convention in Italy. Her current thesis explores how AI and circular economy principles can be applied to sustainable product design, with a focus on consumer perception and environmental impact.
Hangga PRIHATMAJA
Student, Graduate School of Global Environmental Studies, Kyoto University
After 13 years of professional work as an auditor for various sustainability certification programs, while also serving as a consultant in the field of climate change mitigation, I am currently pursuing a PhD in Global Environmental Policy at the Graduate School of Global Environmental Studies, Kyoto University. I am also affiliated with the Division of Graduate Studies at Kyoto University, supported by the Japan Science and Technology Agency, and the Mitsubishi UFT Trust Foundation as one of its scholars. Whilst founding MIDORI Forestry, I aim to become a leading research consultant in the fields of climate change, forestry, and sustainability.
Mana SHORT
Research Assistant, Department of Global Studies, Sophia University
Mana Short is a Japanese-American researcher and recent graduate of Sophia University, where she earned a B.A. in International Relations through the Sophia Program for Sustainable Futures. Her work centers on regenerative education and grassroots environmental movements. She currently serves as a research assistant on two projects: one investigating urban watershed governance and green infrastructure in Tokyo, and another examining agroecology movements throughout Japan. Outside of her academic work, Mana actively explores community-based sustainability initiatives, learning how local groups organize and collaborate to address pressing social-ecological challenges.
Mariam ALNAQBI
Student, Department of Transdisciplinary Science and Engineering, Institute of Science Tokyo
Mariam Alnaqbi is a graduate student in Transdisciplinary Science and Engineering at the Institute of Science Tokyo. She serves as the President of the Emirati Youth Council in Japan, working to strengthen cultural and strategic relations between the United Arab Emirates (UAE) and Japan. She is also the Founder and President of Women in Science Tokyo (WiST), an organization dedicated to promoting gender equity and inclusion in STEM. Mariam welcomes opportunities to collaborate with like-minded individuals and organizations.
Martín Rogelio BUSTAMANTE ANTONIO
Student, Department of Social System Design, Eikei University of Hiroshima
Martin is a Mexican student enrolled in the Social System Design program at Eikei University of Hiroshima. Passionate about sustainability and peacebuilding, he actively collaborates with international organizations such as UNITAR and the YMCA. He has participated in regional initiatives the Asia Pacific Next Generation (APNG) Camp, contributing to youth-led innovation across the Asia-Pacific. Although not originally from Asia, Martin is deeply committed to strengthening cooperation and dialogue among young leaders in the region, fostering cross-cultural collaboration for a more sustainable future.
Driven by a strong curiosity to understand the systems that shape our world, Martin explores the intersections of sustainability, economic development, and market dynamics. He currently leads multiple initiatives, including a food self-sufficiency start-up, aimed at building resilient and inclusive communities.
KITAGAWA Sakurako
Student, Graduate School of Energy Science, Kyoto University
Sakurako Kitagawa became interested in decentralized energy systems after experiencing the Great East Japan Earthquake and the resulting power outages when she was in the third grade of elementary school.
The inconvenience of life without electricity, along with a sense of discomfort toward the structure of the current energy system, sparked her interest.
She studied energy from an engineering perspective at the Faculty of Engineering, Tohoku University. Motivated by a desire to consider energy issues from a more multifaceted viewpoint, she is now continuing her studies at Kyoto University’s Graduate School of Energy Science. Her current research explores whether decentralized energy systems—which require long-term investment recovery—can be economically and socially sustainable in regional areas of Japan, where population decline and decreasing demand are anticipated. She is also interested in how the traditional ways of life, cultural practices, artisanal techniques, and temples and shrines—passed down over generations in these regions—can be preserved and revitalized for the future. Her work focuses on the intersection of regional sustainability and decentralized renewable energy systems.
KOGA Minoru
Director General, Minamata Environmental Academia, Minamata City Office
Dr. Minoru Koga is the Director of the Minamata Environmental Academia in Minamata City, Kumamoto Prefecture. He holds a Ph.D. in Science and has specialized in environmental analytical chemistry, with a long career in education and research at institutions such as the University of Occupational and Environmental Health and Kumamoto Prefectural University, where he also served as President.
Since the founding of the Academia, he has been deeply involved in its development as a hub of knowledge that carries forward the experiences and lessons of Minamata disease. Through dialogue and exchange with students and experts from Japan and abroad who visit Minamata, he is dedicated to promoting sustainable local communities.
Sil VAN DE VELDE
Co-founder, INOW
Sil is passionate about education, conservation, and sustainable tourism development. He has worked with communities such as the Saharawi and Dusun to explore how international mobility can raise awareness of environmental injustice and inspire more inclusive, posthumanist perspectives.
He is the co-founder of INOW, a social enterprise based in Kamikatsu, known as the first zero-waste village in Japan. INOW creates experiential learning programs that bring together local residents, students, and professionals from around the world to explore sustainable living, circular economies, and rural revitalization.
Through guided programs, hands-on activities, and cross-cultural exchange, INOW serves as a bridge between global ideas and local practices, inspiring people to reimagine the way we live, consume, and connect with one another. The initiative reflects a deep commitment to building a community of people who care about creating a circular, waste-free society rooted in mutual respect and environmental responsibility.
