'GX (Green Transformation)' is an initiative that aims to simultaneously accelerate climate change mitigation, strengthen economic growth and industrial competitiveness, and ensure energy security. In promoting GX, local initiatives—such as the expansion of decarbonised power sources and the involvement of small and medium-sized enterprises—play a vital role. However, without appropriate governance, there are concerns that the development of energy infrastructure could not only damage the natural environment and pose risks to businesses, but also fail to deliver sufficient benefits to the local communities.
In this session, we will discuss how the central government, local authorities and support organisations should collaborate on GX from the dual perspectives of 'growth' and 'coexistence', and explore the potential for climate change measures that enrich both local communities and the natural environment. To begin with, IGES will present key points regarding its 'Strategy for Promoting Regional GX' and introduce the tools and networks it is developing independently. The first half of the session will focus on 'growth'. Following a keynote speech by a representative from the Ministry of Economy, Trade and Industry, a panel discussion involving the central government, local authorities and regional financial institutions will address GX management for small and medium-sized enterprises (SMEs)—the backbone of the regional economy—including the development of decarbonised power sources. In the second half of the session the focus will shift to 'coexistence'. Following a keynote speech from the Ministry of the Environment, we will examine 'positive zoning' initiatives that take into account harmony with the natural environment and local communities, as well as approaches to procurement that prioritise coexistence with nature.
Through these discussions, we aim to highlight the necessity and significance of establishing a forum that brings together diverse stakeholders to address sustainable growth and regional challenges.
