南アジアおよび東南アジアは、廃棄物問題と気候危機に直面しており、緊急かつ包括的な対策が求められています。2022年には南アジアだけで3億4,600万トンを超える廃棄物が発生しました(世界銀行、2026年)。都市部で適切に回収されているのはその約50%に過ぎず、農村部の回収率はさらに低い水準にあります。残りの廃棄物は野外投棄または野焼きされ、もはや看過できない規模でメタンガスやすすが大気中に放出されています。メタンは20年間の時間軸で見るとCO₂の約84倍の温室効果を有しており、廃棄物・排水セクターは世界の人為起源メタン排出量の約20%を占めています。東南アジア全域では、急速な都市化、プラスチック消費の急増、海洋ごみ問題が状況をさらに深刻化させている一方で、廃棄物セクターにおける国が決定する貢献(NDC)の公約達成に向けては、資金面でも実施面でも大幅な不足が生じているのが現状です。
しかし、この危機の中にこそ大きな機会があります。廃棄物・排水の発生源での削減、資源・エネルギーの回収、インフォーマルセクターの包摂を柱とする循環経済への移行は、気候変動の緩和、汚染の削減、そして包摂的な経済成長を同時に実現することができます。これはまさに、ISAP2026のテーマである「シナジー」を拡大することに他なりません。
本セッションでは、南アジアおよび東南アジアの政策立案者、研究者、実務家に対して「公約から大規模な実施へいかに移行するか」を問います。循環経済に関する既存および形成途上の地域枠組み、実績のある低コスト技術、そしてパリ協定第6条や二国間クレジット制度(JCM)をはじめとする新たな気候資金メカニズムを踏まえ、地域レベルの先行的な取り組みから広域的な変革へとつながる、信頼性が高く横展開可能な道筋を提示します。その上で、応用可能な解決策、それを可能にする政策、および国境を越えた協力に焦点を当て、公正かつ包摂的な移行を加速させるうえでの政府、企業、地域社会が果たすべき役割について、将来を見据えた議論を行います。

グローバル・グリーン成長研究所(GGGI)アセアン メタンプログラムマネージャー
Jihyun Kang is a Program Manager at the Global Green Growth Institute (GGGI), where she leads regional climate cooperation initiatives across ASEAN. She currently manages the ASEAN-Korea Cooperation for Methane Mitigation (AKCMM) programme, overseeing policy dialogue, technical cooperation, and implementation of methane mitigation initiatives in partnership with ASEAN Member States, the ASEAN Secretariat, and international organizations.
Prior to joining GGGI, Ms. Kang worked at the Ministry of Foreign Affairs of the Republic of Korea, where she contributed to climate diplomacy, multilateral environmental cooperation, and ASEAN development cooperation. She also has experience as a consultant and researcher supporting climate change, sustainable development, and climate–health nexus projects.

南アジア協力環境計画(SACEP)理事長
Mr. Norbu Wangchuk serves as the Director General of the South Asia Co-operative Environment Programme (SACEP), bringing over two decades of experience in leadership, governance, and sustainable development.
Mr. Wangchuk holds advanced degrees in business management and education and is a certified trainer in emotional intelligence. He is widely recognized for his ability to foster collaboration, build consensus among diverse stakeholders, and lead with integrity and inclusivity.
Prior to joining SACEP, Mr. Wangchuk held senior leadership positions within the Royal Government of Bhutan, where he played a key role in advancing national development priorities. His work focused on strategic planning, policy coordination, and institutional development across various sectors, including education, energy, and public administration.
He has been involved in several national and regional initiatives supporting renewable energy adoption, infrastructure improvements, and environmentally responsible development. His collaborative work spans engagements with international and multilateral organizations, including UN agencies and regional stakeholders, to promote dialogue and cooperation on cross-border development and environmental issues.

ズルフィカー・アリ・ブット
南アジア地域協力連合 産業商工会議所(SAARC-CCI)事務局長
Zulfiqar Ali Butt is a senior level management professional with diversified experience and knowledge in private sector development. His strong abilities are in the areas of advocacy, training, consultancy, strategic planning, budgeting and financial management, institutional capacity building etc. He have been extensively involved in policy advocacy and organizational development initiatives for the last 17 years with SAARC Chamber of Commerce and Industry.
Zulfiqar has a vast experience of extending support on regional policy advocacy including, regional trade, tourism, regional investment, socio-economic issue like climate change, poverty reduction investment policies and entrepreneurship development. He has been organizing conferences/seminars/roundtables, capacity development programs, create strong liaison with public/private sector organizations & academia and diplomatic missions.
Zulfiqar has a strong academic background in Business Management with a Postgraduate Degree in International Business Management from Mälardalen University, Sweden. Currently he is working as Secretary General at SAARC Chamber of Commerce and Industry.

Donovan Storey is currently the Technology and Economic Assessment Panel (CCAC-TEAP) manager, and waste expert, at the Climate and Clean Air Coalition, hosted by UNEP. In his capacity Donovan supports the TEAP to develop and share knowledge with countries on promising, innovative and underfinanced short-lived climate pollutant (SLCP) mitigation technologies which can improve both climate and air quality outcomes. He has recently also worked as a lead author to the IPCC report on SLCP methodologies to be published in 2027, and as an expert reviewer for the Biennial Transparency Report (BTR) process of the UNFCCC. Prior to joining CCAC Donovan worked in senior capacities in international and diplomatic organisations having started his career as an academic specializing in urbanization. Donovan has extensive work experience in Asia, Africa and the Pacific Islands. He holds a PhD in International Development and a Master of Laws, in Public International Law.
